WTF! Half Man Half Dog Walking Down The Street In Europe (VIDEO)

I watched a documentary about a person who was like this a long time ago. They had a disease when they were a baby and somehow their hips got turned around. He got surgery to fix it.

Most likely, something went awry in this guy during development and his legs rotated abnormally. I'm not an embryologist, but this is probably not the kind of thing that happens as part of a disease process after birth.

It's much more likely that he has an embryologically derived disorder. During embryo development, both arms and legs are naturally in the same plane, such that bending at the joint would move both limbs in the same plane as the body. As the limbs develop, the arms rotate laterally so as to cause bending at the elbows to bring the forearm forward. Conversely, the lower limb rotates medially so as to cause bending of the knee to bring the leg back for walking.
